Stealing the identity of a child is nothing new. It's been happening for years. Here's a link to a news story about a man who stole a child's identity when she was 8 years old. She never knew about it until she was in her 20's and tried to turn on utilities in Kentucky.
At that point, she found out that she also owned two houses in California. Vincente Soto had stolen her social security number in 1992 and assumed a new identity using her info.
